Abstract

This article presents an analysis between the concepts that are part of Amartya Sen's capabilities approach and the concepts that arise from the Framework Law of Autonomies and Decentralization "Andrés Ibañez" No 031, enacted on July 19, 2010, which aims to regulate the autonomy regime and the bases of territorial organization. To this end, the competencies, functions and resources delegated by the central government to the autonomous territorial entities are analyzed so that the information obtained can be applied to the conceptual framework on the capacities approach developed for this work and thus conclude whether the combination of competencies, powers and resources allow the territorial entities to comply with principle 3 of the Law on the satisfaction of collective needs.
